By supporting its members, FISA has played a key role in significant moments in union history while continuously innovating to better serve its members. Here\u2019s an overview of FISA\u2019s legacy and key milestones.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>Recent successes<\/strong><\/h5>\n\n\n\n<p>In recent years, FISA has achieved significant progress, highlighting its adaptability and commitment to remaining at the forefront of contemporary union issues. Through bold initiatives and strategic stances, FISA continues to play a leading role in defending workers&#8217; rights, while facing new challenges in the workplace with a forward-looking vision.<\/p>\n\n\n\n<p>In December 2022, FISA adopted a <a href=\"https:\/\/www.fisa.ca\/wp-content\/uploads\/2023\/12\/Code_ethique-2023-08-29-final.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">Code of Ethics<\/a> that reinforced its commitment to upholding the highest standards of integrity and transparency. This Code applies to all staff and council members, ensuring compliance with the organization\u2019s policies and applicable laws.<\/p>\n\n\n\n<p>In May 2023, FISA <a href=\"https:\/\/fisa.ca\/en\/2024\/04\/11\/pension-plans-supreme-court-decision\/\" target=\"_blank\" rel=\"noopener\" title=\"\">responded critically to a Supreme Court of Canada (SCC) decision<\/a> not to allow an appeal of a May 10, 2023, Quebec Court of Appeal ruling on the constitutionality of provisions of Bill 15 for active participants. However, FISA welcomed the decision regarding retirees and remained committed to fighting for fair and equitable treatment for all workers. To further secure members\u2019 financial stability, FISA launched the <a href=\"https:\/\/fisa.ca\/en\/pension-plan\/\">Salary-Financed Pension Plan (RRFS)<\/a>, a defined benefit plan.<\/p>\n\n\n\n<p>In November 2023, the Association des employ\u00e9s des secteurs financiers (AESF) blocked <a href=\"https:\/\/fisa.ca\/en\/2023\/11\/30\/desjardins-employees-love-working-from-home\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Desjardins\u2019 attempts to unilaterally change remote work policies<\/a>, thus preserving its members\u2019 working conditions.&nbsp;<\/p>\n\n\n\n<p>Meanwhile, the Tribunal administratif du travail <a href=\"https:\/\/fisa.ca\/2023\/10\/11\/la-ville-de-sherbrooke-devra-faire-un-mea-culpa-a-une-syndiquee-ostracisee\/\" target=\"_blank\" rel=\"noopener\" title=\"\">sanctioned the City of Sherbrooke<\/a> for obstructing union activities, underscoring the importance of worker protection. Creative pressure tactics, such as e-signatures and advocacy-themed wallpapers, contributed to this outcome. In 2023, FISA <a href=\"https:\/\/fisa.ca\/en\/2023\/10\/11\/agreement-in-principle-for-universite-laval-lifeguards-and-monitors\/\" target=\"_blank\" rel=\"noopener\" title=\"\">supported lifeguards and instructors at Universit\u00e9 Laval<\/a> in a strike to improve their working conditions, culminating in a member-approved agreement.<\/p>\n\n\n\n<p>Most recently, FISA spoke out on a <a href=\"https:\/\/fisa.ca\/2024\/10\/08\/climat-de-travail-malsain-a-east-angus-la-fisa-denonce-le-manque-de-transparence\/\" target=\"_blank\" rel=\"noopener\" title=\"\">toxic work climate at East Angus City Hall,<\/a> marked by incidents of intimidation and harassment. FISA union advisor Ga\u00e9tan Desnoyers called for transparency from city officials, specifically requesting the release of a taxpayer-funded investigative report that the mayor had refused to disclose. With FISA\u2019s pressure, employees were able to access the report.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>An innovative approach<\/strong><\/h5>\n\n\n\n<p>FISA continuously innovates to meet the evolving realities of the job market. With digital platforms, ongoing training, and tailored support, the Federation stays close to its affiliated unions and addresses their needs in real time. Recently, FISA adopted a new dynamic brand image and <a href=\"https:\/\/fisa.ca\/en\/\" target=\"_blank\" rel=\"noopener\" title=\"\">launched a bilingual website<\/a>, reflecting its renewed commitment to workers with modern services.<\/p>\n\n\n\n<p>With 77 years of history, FISA remains a central advocate for Quebec\u2019s workers, supporting those in Bas-Saint-Laurent, Gasp\u00e9sie, Saguenay, Estrie, and beyond. D\u2019abord, en d\u00e9cembre 2022, la FISA a <a href=\"https:\/\/www.fisa.ca\/wp-content\/uploads\/2023\/12\/Code_ethique-2023-08-29-final.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">adopt\u00e9 un Code d\u2019\u00e9thique <\/a>r\u00e9affirmant son engagement \u00e0 respecter les plus hautes normes d\u2019int\u00e9grit\u00e9 et de transparence. Ce Code s'applique \u00e0 tout le personnel et aux membres du conseil syndical, garantissant la conformit\u00e9 aux politiques de l'organisation ainsi qu'aux lois en vigueur.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Ensuite, en mai 2023, la F\u00e9d\u00e9ration ind\u00e9pendante des syndicats autonomes (FISA) <a href=\"https:\/\/fisa.ca\/en\/2024\/04\/11\/pension-plans-supreme-court-decision\/\" target=\"_blank\" rel=\"noopener\" title=\"\">a accueilli d\u00e9favorablement la d\u00e9cision<\/a> de la Cour supr\u00eame du Canada (CSC) de ne pas permettre l\u2019appel du jugement de la Cour d\u2019appel du Qu\u00e9bec rendu le 10 mai 2023, \u00e0 l\u2019\u00e9gard de la constitutionnalit\u00e9 des dispositions de la Loi 15 pour les participants actifs. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Toutefois, la FISA a salu\u00e9 la d\u00e9cision de la Cour concernant les participants retrait\u00e9s, et est rest\u00e9e engag\u00e9e \u00e0 lutter pour un traitement juste et \u00e9quitable pour l\u2019ensemble des travailleurs. Dans cette m\u00eame perspective, la FISA a mis en place le <a href=\"https:\/\/fisa.ca\/en\/pension-plan\/\" target=\"_blank\" rel=\"noopener\" title=\"\">R\u00e9gime de Retraite par Financement Salarial (RRFS)<\/a>, un r\u00e9gime \u00e0 prestations d\u00e9termin\u00e9es con\u00e7u pour garantir une s\u00e9curit\u00e9 financi\u00e8re durable \u00e0 ses membres.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>En novembre 2023, l'Association des employ\u00e9s des secteurs financiers (AESF) a bloqu\u00e9 les tentatives de <a href=\"https:\/\/fisa.ca\/en\/2023\/11\/30\/desjardins-employees-love-working-from-home\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Desjardins de modifier unilat\u00e9ralement les modalit\u00e9s de t\u00e9l\u00e9travail,<\/a> pr\u00e9servant ainsi les conditions de travail de ses membres.\u00a0<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Simultan\u00e9ment, <a href=\"https:\/\/fisa.ca\/en\/2023\/10\/11\/we-protect-our-members-victory-in-sherbrooke\/\" target=\"_blank\" rel=\"noopener\" title=\"\">la Ville de Sherbrooke a \u00e9t\u00e9 sanctionn\u00e9e<\/a> par le Tribunal administratif du travail pour avoir entrav\u00e9 les activit\u00e9s syndicales, une d\u00e9cision qui a soulign\u00e9 l'importance de la protection des travailleurs. Par ailleurs, apr\u00e8s 4 ans et demi de n\u00e9gociations, un climat tendu et de nombreuses gr\u00e8ves, <a href=\"https:\/\/fisa.ca\/en\/2023\/10\/11\/agreement-in-principle-at-the-rtc\/\" target=\"_blank\" rel=\"noopener\" title=\"\">une entente de principe a \u00e9t\u00e9 conclue<\/a> avec le syndicat des employ\u00e9s manuels de la ville de Terrebonne, am\u00e9liorant les conditions de travail des employ\u00e9s de la ville.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:image {\"lightbox\":{\"enabled\":false},\"id\":232017,\"sizeSlug\":\"large\",\"linkDestination\":\"custom\",\"align\":\"full\"} -->\n<figure class=\"wp-block-image alignfull size-large\"><a href=\"https:\/\/fisa.ca\/en\/2023\/10\/11\/agreement-in-principle-at-the-rtc\/\" target=\"_blank\" rel=\"noreferrer noopener\"><img src=\"https:\/\/fisa.ca\/wp-content\/uploads\/2024\/10\/B_2024_10_77ans_Visuel_IL_FISA-1024x512.jpg\" alt=\"\" class=\"wp-image-232017\"\/><\/a><figcaption class=\"wp-element-caption\">Manifestation de l'alliance intersyndicale de Terrebonne regroupant les cols bleus, les cols blancs, les policiers, les pompiers et les professionnels de la Ville, octobre 2021.<\/figcaption><\/figure>\n<!-- \/wp:image -->\n\n<!-- wp:paragraph -->\n<p><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>En 2024, la FISA a poursuivi ses actions avec l\u2019annonce en juillet d\u2019une entente de principe pour le Syndicat des fonctionnaires municipaux de Qu\u00e9bec (SFMQ). Approuv\u00e9e \u00e0 91,8 % par les membres, cette entente a <a href=\"https:\/\/fisa.ca\/en\/2024\/07\/12\/agreement-in-principle-for-sfmq\/\" target=\"_blank\" rel=\"noopener\" title=\"\">renouvel\u00e9 la convention collective pour cinq ans<\/a>. Des moyens de pression cr\u00e9atifs, comme des signatures \u00e9lectroniques et des fonds d\u2019\u00e9cran revendicatifs, ont contribu\u00e9 \u00e0 ce r\u00e9sultat. Auparavant, en 2023, <a href=\"https:\/\/fisa.ca\/en\/2023\/10\/11\/agreement-in-principle-for-universite-laval-lifeguards-and-monitors\/\" target=\"_blank\" rel=\"noopener\" title=\"\">les sauveteurs et moniteurs de l'Universit\u00e9 Laval<\/a> avaient men\u00e9 une gr\u00e8ve soutenue par la FISA pour d\u00e9noncer leurs conditions de travail, aboutissant \u00e0 une entente de principe approuv\u00e9e par les membres.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Plus r\u00e9cemment, la FISA s\u2019est prononc\u00e9e sur le<a href=\"https:\/\/fisa.ca\/2024\/10\/08\/climat-de-travail-malsain-a-east-angus-la-fisa-denonce-le-manque-de-transparence\/\" target=\"_blank\" rel=\"noopener\" title=\"\"> climat de travail toxique \u00e0 l'H\u00f4tel de Ville d'East Angus<\/a>, marqu\u00e9 par des incidents d'intimidation et de harc\u00e8lement. Ga\u00e9tan Desnoyers, conseiller syndical de la FISA, appel\u00e9 \u00e0 la transparence de l'administration municipale, notamment en demandant la publication d'un rapport d'enqu\u00eate pay\u00e9 par les contribuables, que la mairesse avait refus\u00e9 de divulguer. Suite \u00e0 la pression de la FISA, les employ\u00e9s ont pu prendre connaissance du rapport d\u2019enqu\u00eate.\u00a0<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading {\"level\":5} -->\n<h5 class=\"wp-block-heading\"><strong>Une approche innovante<\/strong><\/h5>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p>La FISA innove constamment pour s\u2019adapter aux r\u00e9alit\u00e9s du march\u00e9 du travail. L\u2019introduction de plateformes num\u00e9riques, la formation continue et l'accompagnement sur mesure sont autant de mesures qui permettent \u00e0 la F\u00e9d\u00e9ration de rester proche de ses syndicats affili\u00e9s et de r\u00e9pondre \u00e0 leurs besoins en temps r\u00e9el.&nbsp;<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>La f\u00e9d\u00e9ration s'est r\u00e9cemment r\u00e9invent\u00e9e avec une nouvelle image dynamique et un tout <a href=\"https:\/\/fisa.ca\/en\/\" target=\"_blank\" rel=\"noopener\" title=\"\">nouveau site web bilingue<\/a>, refl\u00e9tant son engagement renouvel\u00e9 envers les travailleurs et ses services modernes.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>La FISA, avec ses 77 ans d\u2019histoire, continue de jouer un r\u00f4le central dans la d\u00e9fense des droits des travailleurs au Qu\u00e9bec, que ce soit au Bas-Saint-Laurent, en Gasp\u00e9sie, au Saguenay, en Estrie, et dans bien d'autres r\u00e9gions. Ses r\u00e9centes victoires et son engagement \u00e0 rester \u00e0 l\u2019avant-garde t\u00e9moignent de sa capacit\u00e9 \u00e0 r\u00e9pondre aux d\u00e9fis contemporains tout en restant fid\u00e8le \u00e0 ses valeurs d\u2019autonomie et de justice sociale.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>La FISA respecte d\u2019ailleurs l'autonomie de ses syndicats affili\u00e9s en offrant des conseils adapt\u00e9s, tout en leur laissant la libert\u00e9 de d\u00e9cision, avec un niveau d\u2019accompagnement ajust\u00e9 selon leurs besoins et pr\u00e9f\u00e9rences.
